Biography
Mr. Smarra’s legal practice focuses on education, labor and employment law. He provides counsel to clients on issues including the First Amendment, special education, the Family Educational Rights and Privacy Act (FERPA), collective bargaining, and open government under the Freedom of Information Law. He has presented on a variety of education law topics and also works with clients to develop policies and procedures to address their specific needs. Prior to joining the firm, Mr. Smarra clerked for the Honorable Robert E. Beach, Jr., the Honorable Joseph P. Flynn, the Honorable William J. Lavery, and the Honorable Justice Flemming L. Norcott, Jr. of the Connecticut Appellate Court.
